VBCPS students outperform state on SOL tests

The Virginia Department of Education (VDOE) released Standard of Learning (SOL) pass rate data on Aug. 27. The overall SOL pass rates for Virginia Beach City Public Schools (VBCPS) exceeded the state pass rates in all subject areas.

Virginia Beach City Public Schools Music Education Program Receives National Recognition for 16th Year

For the 16th time, Virginia Beach City Public Schools (VBCPS) has been honored with the Best Communities for Music Education designation from The National Association of Music Merchants (NAMM) Foundation. Now in its 26th year, the Best Communities for Music Education designation is awarded to districts that demonstrate outstanding achievement for providing music access and education to all students.

2025 Citywide Volunteers of the Year

Virginia Beach City Public Schools (VBCPS) values and promotes active engagement of the community in all our schools. The Office of Family and Community Engagement coordinates many volunteer opportunities for community members to interact and contribute to the academic achievement of our students and the overall continuous improvement of VBCPS.

2025-26 federal grant information presented to Virginia Beach School Board

The Virginia Beach School Board received information about proposed federal grant applications at its May 13 meeting. For the 2025-26 school year, Virginia Beach City Public Schools (VBCPS) would receive approximately $21.6 million in formula grant funds through programs authorized under the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the Every Student Succeeds Act of 2015 (ESSA).

STUDENTS

In-School Suspension (ISS)

  1. Generally

    In-school suspension (ISS) may be assigned for any offense deemed necessary by a school administrator and/or when the lesser punishments have not proven effective in modifying or correcting a student's behavior. ISS may be assigned for a portion of one day or for one, two, or three days, and additional days may be assigned by the ISS coordinator for violation of the rules and regulations of the ISS room. A student assigned ISS is excluded from all classes on the day or for the portion of the day assigned, but attends school and spends the assigned day, or portion thereof, in the ISS room.

  2. Due Process

    Prior to imposing a suspension, the principal, assistant principal or acting principal or designee must inform the student of the charges against him/her. If the student denies the charges, he/she must be given an explanation of the facts as known to school personnel and an opportunity to present his/her version of the facts.

  3. ISS For Students with Disabilities

    A student with a disability may be placed on ISS for no more than ten (10) days, whether consecutive or cumulative during the school year, without regard to his/her disabling condition. Thereafter, an additional ten (10) days of ISS may be imposed without initiating a Manifestation/IEP meeting only if the ten (10) additional days of ISS were included in the IEP as part of the behavioral intervention strategies. Written parental consent to the IEP containing the behavioral intervention strategies must be obtained before the ten (10) additional days of ISS may be utilized.

  4. Procedures

    School principals shall establish internal procedures for implementing this regulation for students without disabilities. However, when imposing ISS on students with disabilities, the principal or his/her designee must refer to the Virginia Beach City Public Schools Special Education Administrative Guidelines. ISS shall be considered a school-sponsored/related activity for purposes of determining excused absences pursuant to Division Regulation 5-17.1 (B).

    The student and his/her parent(s)/legal guardian(s) must be informed in writing of the reason(s) for the disciplinary action, the right to review the evidence and present their side of the story, their right to an appeal of the decision pursuant to School Board Policy 5-6 and Division Regulation 5-6.1.
