VBCPS students outperform state on SOL tests

The Virginia Department of Education (VDOE) released Standard of Learning (SOL) pass rate data on Aug. 27. The overall SOL pass rates for Virginia Beach City Public Schools (VBCPS) exceeded the state pass rates in all subject areas.

Virginia Beach City Public Schools Music Education Program Receives National Recognition for 16th Year

For the 16th time, Virginia Beach City Public Schools (VBCPS) has been honored with the Best Communities for Music Education designation from The National Association of Music Merchants (NAMM) Foundation. Now in its 26th year, the Best Communities for Music Education designation is awarded to districts that demonstrate outstanding achievement for providing music access and education to all students.

2025 Citywide Volunteers of the Year

Virginia Beach City Public Schools (VBCPS) values and promotes active engagement of the community in all our schools. The Office of Family and Community Engagement coordinates many volunteer opportunities for community members to interact and contribute to the academic achievement of our students and the overall continuous improvement of VBCPS.

2025-26 federal grant information presented to Virginia Beach School Board

The Virginia Beach School Board received information about proposed federal grant applications at its May 13 meeting. For the 2025-26 school year, Virginia Beach City Public Schools (VBCPS) would receive approximately $21.6 million in formula grant funds through programs authorized under the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the Every Student Succeeds Act of 2015 (ESSA).

Placement of Transfer Students

  1. Elementary School Placement
    1. Kindergarten Placement
      1. Pursuant to School Board Policy 5-9, each person of school age and resides within the school division as of September 30 may be enrolled in kindergarten for that school year.
      2. A student transferring into the School Division who is five years old as of September 30 will be placed in kindergarten for that school year.
      3. A student transferring into the School Division from out-of-state on or after October 1 must meet the following conditions in order to enroll in kindergarten:
        1. 1) If a student is transferring from an out-of-state public kindergarten or an accredited private kindergarten where the child was enrolled pursuant to that state's law, the student shall be enrolled in kindergarten if the child is five on or before December 31 of that school year.
        2. 2) If a student is transferring from an unaccredited out-of-state private kindergarten, the student shall be enrolled in kindergarten only if the child is five on or before September 30 of that school year.
    2. First Grade Placement
      1. A first grade student transferring into a School Division school after completion of kindergarten or during the first grade school year will be enrolled in the first grade under the following conditions:
        1. 1) If a student was promoted to the first grade from a public kindergarten or a private accredited kindergarten, the student shall be enrolled in the first grade if the student is six on or before December 31 of that school year.
        2. 2.) If a student was promoted to the first grade from an unaccredited private kindergarten, the student shall be enrolled in the first grade if the child is six on or before September 30 of that school year. A student who has been promoted to the first grade from an unaccredited private kindergarten program and who turns six after September 30, but on or before December 31, will be assigned to kindergarten unless, upon parental request, the principal determines that placement in the first grade is appropriate based upon a readiness evaluation conducted by a reading resource teacher or other instructional personnel.
    3. Definitions
      1. For purposes of this Regulation, accredited private kindergarten means a nonpublic educational program which either meets the standards promulgated by the Virginia Department of Education or a department or agency charged with the accreditation of public and private school programs or which is recognized by such department(s) as accredited.
  2. Secondary School Placement

    Students will be placed in appropriate courses. Transcripts will be evaluated in accordance with the criteria set forth in School Division Regulation 5-25.3 and the Board of Education Regulations Establishing Standards for Accrediting Public Schools in Virginia.
